According to a story by William Kleinknect in the October 4 Star Ledger (Newark, NJ), the Essex County Prosecutor has subpoenaed the forfeiture records of Newark Police Director William Celester. While the Essex County Prosecutor, Clifford Minor, wouldn't comment on the probe, anonymous officials familiar with the case are reported to have said that much of the money seized by Newark police since April hasn't been turned over to the county's forfeiture trust fund. The local cops have been complaining for months that they don't have enough forfeiture money to fund undercover drug-buys and other operations.

Prosecutor Minor himself has recently been criticized for giving forfeiture funds to politically-friendly social organizations, to enable them to fund softball leagues, playgrounds, and other social programs for Newark residents. Critics charge that Minor intends on running for mayor in Newark, and is using the funds to buy votes and goodwill.
