 Dems hit Marchand over audit

BRIDGETON -- An audit of the Cumberland County Prosecutor's Office during
its final year under Arthur Marchand's control concludes it mishandled tens
of thousands of dollars forfeited by criminal suspects. 
Marchand, a Republican running for the surrogate post in next month's
election, is crying foul over the timing of the audit's release and its
interpretation by Democratic freeholders. He said the annual report,
released last week, was never made public for other years that he led the
office. 
"This audit was never released during the previous six years I was
prosecutor," said Marchand, who stepped down from the prosecutor post in
January. "And during that time, the freeholders always were willing to
accept my use of the money for costs they would have otherwise had to pay
for." 
But Bruce Peterson, a Democratic freeholder and liaison to the prosecutor's
office, said the audit shows Marchand improperly managed forfeiture funds.
While Peterson acknowledged the release of the audit may be political, he
also said the 28-page document shows recklessness in administration of
funds.
