NEW LAW ALLOWS VEHICLE SEIZURE FOR PROSTITUTION, DRUG OFFENDERS
(12-04-2003) - People caught soliciting prostitution or buying drugs in El
Cajon, CA, could lose their cars under an amended city law that goes into
effect in January 2004.
Police will be able to seize the vehicle of a person arrested for one of
the two crimes. The owner would have to pay a price equal to the value of
the vehicle to get it back.
"The intent is not to make money. The intent is to stop the availability of
these crimes on city streets," City Attorney Morgan Foley said.
Offenders can request administrative hearings to object to the seizure and
forfeiture of their vehicles.
Cars, trucks and SUV's that aren't claimed will be sold. In most cases the
proceeds would be distributed to the City Attorney's Office and to law
enforcement agencies to cover costs of vehicle impounds.
